Ethical Society of Police Questions When the St. Louis Metropolitan Police Department (SLMPD) Will Return Captain Ryan Cousins to Work

E.S.O.P. Statement-Capt. Ryan Cousins

Capt. Ryan Cousins Lawsuit Against SLMPD

ST. LOUIS, MO – The St. Louis Metropolitan Police Department (SLMPD) and the City of St. Louis has failed to set a return date for Captain Ryan Cousins despite the unanimous decision by the Civil Service Commission to return him to work. In September 2017, the St. Louis Civil Service Commission ruled that Captain Cousins should return to work with full back pay.

Additionally, the SLMPD has failed to adequately investigate numerous officers who appear to have provided false statements in 2016 during the investigation of Captain Cousins, according to the board of the Ethical Society of Police.

The SLMPD’s failure to set a return date, despite the clear statement made by the Civil Service Commission with the unanimous ruling, and the police department’s failure to investigate officers who appear to have provided false statements in the case, are examples of why the SLMPD is not capable of fair discipline practices, the board said in a statement today.

The Ethical Society of Police (E.S.O.P.) is an association of St. Louis police officers whose mission is to bridge communications between the community and the St. Louis Metropolitan Police Department (SLMPD). Founded in 1968 by African American police officers to address racial biases within the SLMPD, the E.S.O.P. works to improve community/police relations, develop policies and programs to reduce crime, elevate the status of minority civilians and police officers, encourage greater minority employment by law enforcement agencies, and increase professionalism in law enforcement. Membership is open to all races and includes nearly 250 law enforcement professionals employed by the City of St. Louis. For details, visit,, or call (314) 690-3565.
